Valdmanis was born in Riga, Latvia, in 1928. His family fled Latvia in 1944, as the Soviet Union advanced into the country during World War II. The family spent several years in refugee camps in Germany before immigrating to the United States in 1950.
Valdmanis settled in Detroit, Michigan, where he worked as a machinist and tool and die maker. He also became active in the Latvian-American community, serving as president of the Latvian National Federation of America.
In 1970, Valdmanis was elected to the Michigan House of Representatives as a Republican. He served in the House for six years, before being elected to the Michigan Senate in 1976. In 1982, Valdmanis was elected Governor of Michigan, defeating Democratic incumbent William Milliken.
As governor, Valdmanis focused on economic development and job creation. He also worked to improve education and healthcare in Michigan. Valdmanis was a strong supporter of the arts and culture, and he helped to establish the Michigan Council for the Arts.
Valdmanis's governorship was not without controversy. He was criticized for his handling of the Flint water crisis, and he vetoed a bill that would have banned discrimination based on sexual orientation. However, Valdmanis was also praised for his leadership in the wake of the 1987 Detroit-Hamtramck Riots.
Valdmanis left office in 1991, and he returned to the private sector. He died in 2013 at the age of 85.
