Lvmi Mary Lou Quinlan was born in 1858 in Kentucky. She was the daughter of Irish immigrants, and she grew up in poverty. As a young woman, she worked as a schoolteacher and a seamstress. In 1882, she married John Quinlan, a farmer and a Populist Party activist. The Populist Party was a political party that advocated for the rights of farmers and workers. Quinlan was active in the Populist Party, and she worked to promote the party's policies. In 1896, she was elected to the Nebraska state legislature. She was the first woman to serve in the Nebraska state legislature.

As a legislator, Quinlan introduced a number of bills that were designed to help farmers and workers. She introduced a bill that would have provided for the free and unlimited coinage of silver. She also introduced a bill that would have created a graduated income tax. Both of these bills were defeated, but they demonstrated Quinlan's commitment to the Populist cause.
